The Virginia Department of Education (VDOE) has issued its final guidance on implementing a “bell-to-bell” cell phone-free policy for K-12 public schools, following Governor Glenn Youngkin’s Executive Order 33. The policy aims to reduce distractions and promote a more focused learning environment by restricting cell phone use during the entire school day.

Under this policy, “bell-to-bell” refers to the time between the first bell signaling the start of the school day and the final bell marking dismissal. This includes lunch periods and time between classes. During this time, students are required to have their phones turned off and stored away.

The VDOE’s final guidelines were shaped by extensive community input, including nearly 6,000 public comments and feedback from over 1,160 Virginians gathered through 21 stakeholder meetings and public discussions.
